Town Regulations to enforce Town Ordinance to develop spreading and promoting apples by

Article 1 This Town Regulations shall provide necessary matters to enforce Town Ordinance to develop spreading and promoting apples by ensuring safety in producing apples and by administering apple producers' information (Town Ordinance No. 19 promulgated in 2002, and hereinafter referred to as "Town Ordinance to produce safe apples").
(Guidelines)
Article 2 1 Guidelines for ensuring safety in producing apples (hereinafter referred to as "Safety Guidelines" )provided in paragraph 1 of Article 5 of Town Ordinance to produce safe apples and guidelines for administrating and announcing apple producers' information (hereinafter referred to as "Producers' Guidelines" )provided in paragraph 1 of Article 6 of the same ordinance shall be provided separately.
2 When the mayor revises the contents of the Safety Guidelines and Producers' Guidelines, the mayor shall announce the revised contents without delay.
(Organization of the Guidelines Committee)
Article 3 1 The Guidelines Committee (hereinafter referred to as the "Committee") which is provided in paragraph 1 of Article 7 of Town Ordinance to produce safe apples shall be comprised of no more than 15 members.
2 Members of the Committee (referred to as "Members" in Article 4, 5, and 6)shall be requested by the mayor.
(Members' term of office)
Article 4 1 Members' term of office shall be three years. However, substitutes' term of office shall be the remaining term of their predecessor.
2 Members may be reappointed.
(The chairperson)
Article 5 1 The chairperson shall be appointed in the Committee and elected by the Committee from among its Members.
2 The chairperson shall be the representative of the Committee and administer the Committee's duties.
3 When the chairperson has an accident or can not attend, a member who are appointed by the chairperson among Members beforehand shall act for the chairperson in his or her duties.
4 When both the chairperson and his or her substitute of the chairperson can not attend, the oldest member acts for the chairperson in his or her duties.

Article 6 1 The chairperson shall call the Committee into a meeting and shall chair the meeting when the mayor inquiries.
2 The Committee may not hold a meeting if more than half of Members are not present at a meeting.
3 The Committee may make a person concerned to proceedings attend the meeting in case of need and ask for the person's explanation or opinions.
(Organization of Itayanagi Town Council to produce safe apples)
Article 7 1 Itayanagi town Council to produce safe apples (hereinafter referred to as the "Council") which is provided in paragraph 1 of Article 8 of Town Ordinance to produce safe apples shall be comprised of no more than 13 members, and appoint the mayor to be president and appoint the deputy mayor the vice-president of the Council.
2 The mayor shall request members of the Council.
(Members' term of office of the Council)
Article 8 Provisions of Article 4 shall be applied mutatis mutandis to members' term of office of the Council.
(The president)
Article 9 1 The president shall be the representative on the Council and administer the Committee's duties.
2 When the president has an accident or is absent, the vice-president shall act for the president in
his or her duties.
(A meeting of the Council)
Article 10 1 The president call the Council into a meeting as the need arises and shall chair the meeting.
2 Provisions of paragraph 2 and 3 of Article 6 shall be applied mutatis mutandis to a meeting of the Council.
(General affairs)
Article 11 General affairs of the Committee and the Council shall be handled by Agricultural economic division of a town office.
(Announcement of a person or organization who violates the Guidelines)
Article 12 1 When there is a serious violating act of the Guidelines, and the mayor announces about the person or organization who violated the Guidelines and the said violating act, the mayor shall inquiry to the Committee, and then announce the violation, respecting the Committee's opinions.
2 When the mayor announces a violation by the provision of the preceding paragraph, the mayor shall ask the said announced person's opinions and give a chance to show evidence to the said announced person before the mayor inquiries to the Committee.
3 Announcement by the provision in paragraph 1 shall be done by posting on a bulletin board in front of Itayanagi town office building and by publishing in Itayanagi town brochure.
(Entrusting)
Article 13 Matters which are not stipulated in this regulations shall be stipulated by the mayor.
Supplementary Provision This regulations shall enter into force on the day of its promulgation.
