Town Ordinance to develop spreading and promoting
apples by ensuring safety in producing apples
and by administering apple producers' information

(Purpose) |
Article 1 |
The purpose of this Town Ordinance is to
develop spreading and promoting apples which
is healthy food by developing systems that
consumers can eat safe apples without anxiety,
to contribute to improve national health,
and to contribute to promote the development
of industries related to apples in Itayanagi
town (hereinafter referred to as "Town").

(Responsibility of Town) |
Article 2 |
Town shall promote developing systems of
production, distribution, and publicity of
apples by ensuring safety in producing apples
and administrating apples and apple producers'
information (hereinafter referred to as "producers'
information") so that consumers can
eat safe apples without anxiety. |
(Responsibility of apple producers and organization
related to producing apples) |
Article 3 |
Apple producers and organizaiton related
to producing apples shall make efforts to
deeply understand apples' important part
that is effective in improving national health,
to realize significance of ensuring safety
in producing apples and releasing producers'
information, and developing systems to keep
quality of apples, observing guidelines which
Town provides. |
(Responsibility of townspeople) |
Article 4 |
Townspeople shall make efforts to cooperate
in implementing town measures about ensuring
safety in producing apples and releasing
producers' information in addition to making
efforts to spread this Itayanagi Town Ordinance
No. 19. |
(Formulate guidelines for ensuring safety
to produce safe apples) |
Article 5 |

The mayor shall formulate guidelines for
ensuring safety in producing apples (hereinafter
referred to as "Safety Guidelines"). |

2 |
Safety Guidelines provide matters stated
in the following items.
-1 |
Agricultural chemicals, herbicide, and fertilizer
for producing apples |
-2 |
Inspecting a production process of apples
and certificating apples' quality |
-3 |
Developing and maintaining necessary systems
and facilities to make use of matters provided
in the preceding two items. |

3 |
The mayor shall listen to the Guidelines
Committee's opinions that is provided in
paragraph 1 of Article 7 when Safety Guidelines
are formulated and revised. |

(Formulate guidelines for administrating
producers' information) |
Article 6 |
1 |
The mayor shall formulate guidelines for
administrating and announcing producers'
information (hereinafter referred to as "Producers'
Guidelines"). |

2 |
Producers' Guidelines provide matters stated
in the following items.

Administrating and announcing producers'
information |
-2 |
Inspecting a production process of apples
and certificating indication to inform to
consumers. |
-3 |
Developing and maintaining necessary systems
and facilities to make use of matters provided
in the preceding two items. |

3 |
Provisions of paragraph 3 of the preceding
article shall be applied mutatis mutandis
to formulate and revise Producers' Guidelines. |
(The Guidelines Committee) |
Article 7 |
1 |
Town shall establish the Guidelines Committee
(hereinafter referred to as the "Committee")
to research and discuss about matters stated
in the following each items.

Enforcing and making use of this Town Ordinance |
-2 |
Making effective use of Safety Guidelines
and Producers' Guidelines |
-3 |
Directing and supervising apple producers
and organization related to producing apples |

2 |
The Committee shall discuss about each items
stated in the preceding paragraph 1 to answer
to the mayor's inquiries. |
|
3 |
The committee shall research, study about
matters stated in paragraph 1 as the need
arises, and may advise or state its opinions
to the mayor. |
|
4 |
Town shall respect the Committee's report,
advice, and opinions. |
|
5 |
The Committee is organized by apple producers,
representatives of organization related to
producing apples, people having expert knowledge,
representatives of residents, and knowledgeable
people. |

6 |
Matters about the Committee shall be provided
separately. |
(Itayanagi Town Council to produce safe apples) |
Article 8 |
1 |
Town shall establish Itayanagi Town Council
to produce safe apples (hereinafter referred
to as the "Council") to consult
about the whole town's system that is ensuring
safety in producing apples, administrating
and announcing apple producers' information. |

2 |
The Council is organized by representatives
of apple producers, representatives of organization
related to producing apples, the mayor of
Town, knowledgeable people, and representatives
of consumers. |
|
3 |
Matters about the Council shall be provided
separately. |
(Punishment) |
Article 9 |
1 |
When there is a serious violating act of
Safety Guidelines or Producers' Guidelines,
the mayor may announce a name of a person
or organization who violated the above-stated
two guidelines and the violating act in appropriate
ways. |

2 |
When the mayor announces a violation by the
provision of the preceding paragraph, the
mayor shall give a chance to the said announced
person or organization to state opinions
and show evidence. |
(Entrusting) |
Article 10 |
Necessary matters shall be stipulated by
Town Regulations about enforcement of this
Town Ordinance. |
Supplementary Provision |
This Ordinance shall enter into force on
the day of its promulgation. |
